Welcome to energized electrical work. This session is a big one. They’re all important but I really need you to pay close attention to our policies with regard to working on or near energized circuits and equipment. The purpose of this section is to discuss the risks of working with and near electricity, and ways to reduce those risks. So, here we go!</textformat></html><html><textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Let’s start with the safest way to work with an electrical system. Turn it off! That’s right. De-energizing the circuit is always the preferred way. If you can turn the circuit off, then turn it off. But just turning off the circuit is not all there is to insuring your safety. Will you be comfortable cutting into a circuit that you were told is de-energized? I wouldn’t. I want to know it’s off and that it will remain off while I’m on it. I want to know that absolutely no-one will intentionally or accidentally turn it on. That is accomplished by two things. First is the use of a lockout tagout process. The second is that the process is performed only by someone who is trained and approved to do it.</textformat></html><html><textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>So, here is the FSG Policy: First, energized work is always a last resort. Second, If a circuit is to be de-energized, all trained personnel, and only trained personnel, must use Lockout procedures to eliminate risk of injury or death. Third, if a circuit must be worked on while energized, hot... only trained personnel deemed authorized by a Branch Manager are allowed to perform energized electrical work. </textformat></html><html><textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>To perform energized work, trained and authorized personnel must follow the guidelines below. Number 1. A Job Hazard Analysis, or JHA, must be completely filled out before requesting permission to work on energized or even potentially energized, electrical circuits or equipment. Number 2. A designated authority must review the JHA to determine if energized work is the only option. Again working it hot is a last resort.</textformat></html><html><textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Number 3. If hot work is approved, only trained and authorized personnel are allowed to perform the work. Trained and authorized personnel must follow FSG approved procedures as described in the PPE Energized Matrix. This matrix is found at the front of this course under “additional resources”. And number 4, no one is to work on a 480 volt or above, energized circuit, without approval from their Supervisor. If approved, there must be two trained and authorized journeyman or equivalent electricians working together. There are no exceptions to this rule. In an effort to let you know how serious we are about this, violators of this policy will result in disciplinary action. That disciplinary action will most likely lead to employment terminations. </textformat></html><html><textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'> FSG provides training on Lock Out Tag Out procedures, in the form of classroom, hands on and on-line located here in the FSG Library. This procedure applies to all forms of energy, specifically electrical. It establishes the minimum requirements for the lockout of energy isolating devices, whenever maintenance or servicing is done. These procedures must be used to ensure that the circuit or equipment is isolated from all potentially hazardous energy sources. It must be locked out before employees perform any servicing or maintenance, where the unexpected energization or release of stored energy could cause injury. All employees are required to comply with the restrictions and limitations imposed upon them during the use of lockout tagout procedures. </textformat></html><html><textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Each employee must receive training during orientation on the procedures of this policy. They must pass a test that insures they understand that they are prohibited from removing any control mechanism used to lockout a circuit. You’ll hear us refer to a term, “trained” or “trained and authorized”. With regard to Lock Out Tag Out procedures... only employees that have received specific training in: - the recognition of hazardous energy sources - types of necessary control mechanisms - and the procedures of this Policy Section are considered “trained”. For a person to be considered trained, he or she must receive annual re-training. That can be accomplished through FSG classes and by taking our on-line courses.</textformat></html><html><textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>This course only covers FSG policy.
