We’re going to spend a few minutes discussing how to safely use aerial personnel lifts.

Aerial personnel lifts include powered work platforms and any vehicle-mounted device used to lift and position you.

This includes telescoping and articulating lifts.</textformat>

</slidetranscript><slidetranscript slideid="6JvevbgJR2t.6FAU2oEkRSN" slidebank="false">

<textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>First of all, you need to know that only trained and authorized personnel are allowed to operate aerial personnel lifts.

Our supervisors are responsible for designating trained operators.

Before using any lift, all operators are expected to test the lift controls and inspect the unit to make sure it’s in safe working order.

That means do a walk around and look for anything that may indicate a problem. For example; leaking fluids, loose parts, worn tires, and so on.

You get the idea.</textformat>

</slidetranscript><slidetranscript slideid="6JvevbgJR2t.6JEE0zy9nUU" slidebank="false">

<textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Personal fall protection systems are required to be used at all times while in aerial personnel lifts.

That means harnesses and lanyards.

Fall limiters are now required by OSHA in all types of boom lifts as well as a positioning lanyard.

The short lanyard is required only when the boom lift is in motion and the basket is close to the ground.

FSG has adopted the policy to use the fall limiters when operating a bucket truck even though not required by OSHA in this type of device. </textformat>

</slidetranscript><slidetranscript slideid="6JvevbgJR2t.6H3IRfr7UPw" slidebank="false">

<textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Guardrail systems are to remain in place at all times while you’re on or off the work platform.

FSG policy prohibits you from doing the following.

Using the lift if any part of the system missing or damaged, this includes assembly bolts or pins;
Using without latching the safety chain;
Using the guard rails as an anchor point to attach extension cords or ropes that could become entangled and cause the lift to tip over;
Using the guard rails as an anchor for a fall protection system.

Again, policies are in place to minimize risks. Please respect them.

It’s important to understand the difference between a “personnel lift” (such as a boom lift), a bucket truck, and an “elevated work platform” (such as a scissor lift).

The fall protection requirements by OSHA are different. For each of these.

A personnel lift that exposes you to a fall distance greater than 6’ must have some form of fall protection or prevention.

The guard rails on a scissor lift provide this protection, and additional PPE is not required.</textformat>

</slidetranscript><slidetranscript slideid="6JvevbgJR2t.5bWTpIRY3ag" slidebank="false">

<textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Also while using a lift, both feet must be on the floor of the work platform.

No standing on the rails, period.

This also mean that Ladders are not to be used in a lift.

Again, safety chains and gates are to be latched while you’re in the lift.

Any equipment provided without chains or gates must not be used until repaired.</textformat>

</slidetranscript><slidetranscript slideid="6JvevbgJR2t.6Sy05LOlEOo" slidebank="false">

<textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Before you move a ladder truck, bucket truck or a lift, from one location to another, the ladders, lifts and buckets must be secured in the lower traveling position.

Never move this type of equipment while it’s extended.

An aerial lift truck must not be moved when the boom is elevated and in a working position. Especially not with personnel in the basket.

Before moving an aerial lift for the purpose of travel, you must inspect the boom to see that it’s properly cradled and all outriggers are in the stowed position.

If you don’t understand what I just said, you’re probably not authorized to operate it.</textformat>

</slidetranscript><slidetranscript slideid="6JvevbgJR2t.6J8sopnOhM6" slidebank="false">

<textformat leading='1' tabstops='[48, 96]' leftmargin='0' indent='0'>Articulating boom and extendible boom platforms that are primarily designed as personnel carriers, must have both upper and lower platform controls.

Upper controls shall be in or beside the platform within easy reach of the operator.

Lower controls shall be provided to override the upper controls.

Both controls shall be plainly marked as to their function.

Lower level controls shall not be operated unless permission has been obtained from the employee in the lift, except in case of emergency.

Did you get that? You cannot take control of the lift away from the person in the lift, unless he, or she, allows you to.

Of course this does not apply to an emergency situation.
